.Net can be install offline or online
For online installation internet is required on server
For offline installation Windows 2012 R2 Iso or dvd is required
Steps to install
Go to server manager -- click on add roles and features
On feature tab select .NET Framework 3.5 feature and click next
To install offline click on specify an alternate source path
Specify Windows 2012 R2 DVD or ISO path
Click install
Online installation will be slower and might give some error. Retry or use offline installation procedure.
Installation completed
Done....
